Parliament of Victoria | Legislative Council | Constituency Questions
27 August 2026
David ETTERSHANK (Western Metropolitan Region):
My question is to the Premier. My constituent lives in Footscray, a vibrant cultural, commercial and transport gateway to Melbourne’s west. In recent years, however, the CBD has faced escalating community safety concerns around antisocial behaviour, homelessness and mental health. This impacts residents, traders, workers and visitors alike.
Addressing these issues will require a shared commitment to making Footscray safe, welcoming and inclusive for all. A worthy pathway is a citizens assembly.
Following the dismissal of Greater Geelong City Council in 2016, a citizens jury helped shape the future council model, with the Victorian government implementing its key recommendations. Similar processes have successfully informed public decision-making around the world.
My constituent asks: will the Premier consider establishing a citizens assembly to make recommendations on Footscray’s revitalisation and future?
