Notice of motion 1024
David ETTERSHANK (Western Metropolitan Region):
To move —
![That this House —
(1) acknowledges the horrendous act of terror on 7 October 2023 by Hamas, which resulted
in the death of 1,200 people and the taking of 251 people as hostages, who are yet to be
and must be released;
(2) notes the comments made by the Secretary-General of the United Nations,
António Guterres, that these events “did not happen in a vacuum”;
(3) recognises Israel’s right to exist and to respond proportionately when attacked;
(4) deplores —
(a) the death of more than 61,000 Palestinians;
(b) the injury of more than 143,000 Palestinians;
(c) the use of collective punishment and famine as weapons of war;
(5) states unequivocally that these actions, at the behest of the Israeli Netanyahu
Government, do not in any way represent a proportionate response but rather
constitutes genocide;
(6) condemns the Netanyahu Government’s intention to occupy Gaza;
(7) welcomes the announcement from the Federal Government that they will recognise
Palestine as a sovereign state;
(8) calls on the Victorian Government to —
(a) implement sanctions and boycotts against the Netanyahu Government and the Israel
Defence Forces (IDF); and
(b) advocate to the Federal Government to expand federal sanctions against the
Netanyahu Government and the IDF.

David calls on the government to introduce drug checking services, both fixed site and mobile, urgently.

David introduces a motion regarding the urgent need for a second medically supervised injecting room (MSIR) in the City of Melbourne, amid rising ambulance callouts and deaths.

David supports a motion establishing an inquiry into Ambulance Victoria services, saying the system is broken and improvements are needed.

David asks a question on behalf of a constituent about the need for more rail crossings in Tottenham, raising the fact that hundreds of new homes have been announced in the area, which will put more strain on the Ashley Street underpass.

David supports family reunification reforms, but calls for fairer reunification timeframes and reforms to reduce Aboriginal child removals.

David asks the Minister for Mental Health to consider incorporating medicinal cannabis into the Victorian Government’s pharmacotherapy strategy.
